Not just this either. The democrats would be able to add their own amendments which also can be debated under the same rules. There is no effective end game to the talking filibuster. The democrats just continually add new things and the clock starts over. I know people will say just change the rules, so you can’t do that. That’s getting rid of the filibuster. The votes aren’t there for that. No one has gamed out how the talking filibuster leads to a win with these constraints.
