That is even worse, another incentive program to abuse for people that aren't doing their jobs. There were recently congressional hearings on big bonuses for a guy who hadn't shown up for work in two years, and was still drawing his pay and getting performance bonuses.
I think you misunderstood my point, it's NOT bonuses to specific People, in other words the Wing Commander has funds to rebuild a facility versus POMing it into the next years budget.

I don't want to "cut" any of them as much as I would like to reform all them to eliminate waste and improve adaptability to changing circumstances while at the same time putting us on a path to financial stability.

Nobody should disagree with that. Unfortunately, it's like the old Aesop's tale about a group of mice who thought all their problems would be solved by putting a bell on the cat. Great idea, but it can't be implemented.

Repeat it with me. The government can never be efficient. A govt employee will never be as frugal with your tax dollars as you are with your checking account.

Blasting all of your ammo off the range isn't uncommon.

Every Battalion has a STRAC, or basic amount of Class V (ammunition, pyro, fun stuff) that they are allotted every year based off of the unit's MTOE (military table of organization and equipment). So an artillery unit for example, will get x amount of artillery rounds by type (HE, illum, smoke, etc.) x amount of crew-served and small-arms ammo, x amount of pyro and whatever else.

The reason they're blasting off all that ammo, or giving it away to other units, is that if the ammo is not utilized, the STRAC allocation for the next fiscal/training year won't be as much as the previous year.

My 1SG was great about letting the Joes go when the work was done. We officers on the other hand, had to wait out the goddamned "last officer to leave the office game" Commander But learned from that lesson and didn't treat my LTs and CPTs the same way I was treated when younger.

Yeah, sometimes you just gotta stay late. (Eff you MDMP)

We should close at least half of our foreign bases, allow Japan and Germany to fully re-militarize, and cut everybody's taxes. Our defense spending is wasteful and ridiculous.
