I actually agree with you on this in principle. The issue is that Democrats have no principles and use everything to score political points.

Last year, Trump and his admin made a point to call out that they were doing everything asked of them by the governors, including getting funding for testing, PPE, ventilators, and emergency housing like the ship on top of proactively working with the vaccine manufacturers and distributors to develop vaccines. When states/governors weren't distributing funds and resources appropriately, they and the media blamed Trump for hospitals etc. not having what they needed. Trump was even trying to be proactive by having those regular taskforce calls with the governors where he or Pence were asking for needs from the governors. He was being as proactive as he could while recognizing that the responsibility falls to the states to execute most everything.

The point is that the vaccines appear to be an excuse for the Biden admin's lack of proactiveness in everything else. Yes, the responsibility is on the governors to request what they need, but to my knowledge, Biden hasn't been drawing attention to that fact and pressuring governors to ask for federal aid like Trump did. The focus has been almost entirely on vaccinations.
