Hate to break it to you but we don’t get that around the world and the best way to combat that is thru the use of tariffs.

Everything humans do is controlled by reward/punishment. When the punishment is severe enough, your cartels will lose their customers

Btw: doctors and health care pros are the biggest drug abusers if you want to know more about the playing field.

By the same token, when the punishment is severe enough, those same cartels will quit bringing their drugs into the country. I'm liking the death penalty for them.

Everything action any living creature does is because there is some benefit to them for doing that action. Otherwise they would not do it.They will all continue doing that action (that they benefit from) until the drawbacks for that action are greater than the benefits received. Seems that we can fight this problem of drugs on both fronts and have more success.

Wrong. The market is lucrative enough that people will take risks. Cartels are already a dangerous profession, doesn't stop them
