I read it as he’s going (or planning to) within the week. He was hoping to get a meeting with the gay cardboard cutout, but was refused.
Because the gay cardboard cutout is dead…… or at the very least not in Iran.

He is going to Tehran. He was supposed to be delivering a message from Trump to the Cardboard Kid, but "Motjaba" is refusing to meet with him.
