Obama wants UBI in Hometown Speech but Not USB

Heard O speech snippet from his hometown speech yesterday extoling the virtues of many governmental gifts, one being the "universal basic income" benefit (which btw has 0 meaning--universal--whatever).
Listening to news this morning, a wise individual asked this:
"Why can't Chicago first be given Universal Security Benefit? Why can't they be guaranteed universal safety from crime first?"
