Grounds = executing illegal orders in violation of the War Powers Act.
FWIW, I agree that Trump's continuation of his Iran War without Congressional approval violates the War Powers Act.
I can't, however, see how Hegseth has committed a "High Crime or Misdemeanor" to warrant impeachment.
It's worth the discussion about the limits of the President's unilateral war making power. I doubt this will go anywhere, though.
