Unfortunately it hasn't been signed yet, we don't know what the specifics of the deal are, and even if it manages to get signed, the chances of them following the deal are very small if history has anything to say about it. I find it strange however that the big Wall Street investors who are the supposed "smartest" of people definitely believe it's happening when looking at what the market did today. As an investor myself on a much smaller scale, I really do hope it works out, but I'm not very confident at this point.
