"Ou thelo" means simply “I will it not” or “I’d rather not” or “it is not my will”.
The verb thélo (as you call it, though spelled incorrectly, or '???e?' to those of us who are actually educated) is synonymous, when used in this context, with want, desire, will. There is no "interpretation" that it has any connotations beyond that.
This is warning and instruction about believers who are unruly and idle. If you go to verse 6 or 11 in the same chapter, you will clearly see that the author is using the greek adverb "ataktos", which essentially means being disorderly.
This is not a "command". This is a response specifically to the pattern of conduct of Paul and his associates.
Honestly does anyone on this board even read the bible?? This is basic stuff, folks. You would think conservatives would know the ideology they supposedly support.

Oh wait, you can't, b/c facts don't care about your feelings. You deliberately misread what I wrote in a manner that strongly suggests you think its more important to stop illegal immigration than it is to stop sexual assault. If you actually cared about protecting children from SA maybe you should first identify who are the most likely culprits (hint: the parents). Unfortunately, you're also too stupid to realize it
