Non-Crime Hate Incident - UK police file

We're all aware of the two-tiered police system in the UK (although it's officially denied by govt). Latest chapter of Andrew Doyle's book explains an interesting component - The NCHI file.
Let's say you're a 22-year old Brit applying for a job as a bank teller. The bank goes to police records because they don't want a bank robber applying for a job.
Your name is in the records sent to the bank. It's marked with a red light (green lights = never committed a crime). The file says you committed a non-crime hate incident a year ago by posting online that you wish black UK immigrants would go back to Africa. Blacks who saw the post went to police and thus you are in the NCHI file. The bank has other applicants for teller so you don't get the job.
The Free Speech Union reports that about a quarter of a million names are on the NCHI file.
