I don't think there's a mag in that soldiers rifle...
He might have it tucked hard into his FLC but I really doubt it.

Make everything the same. Marksmanship, optics etc. except you get three hits to the torso and your opponent gets one. Now consider the projectiles that you can legally purchase versus the ones the cops/FBI/Military will use to defeat armor.
