I believe is a town hall meeting event. Just to draw the clear lines the rules should be yes or no style questions and only yes or no answers, no explanations. Do you support Antifa? Are you for raising taxes? Will you pack the courts? Will you lock down the country? This would clear the air quickly.

I like the idea. Unfortunately, the moderators would frame the questions to where no answer is "right" for Trump, and every answer is "right" for Biden, without them having the ability to expound.
"Mr President, it's been proven that you've killed thousands of people and the economy. Do you plan to fight these facts?"
"Mr Biden, you aren't responsible for COVID-19, correct?"
Everything is a frame job. If the two have to talk, the questions will still suck, but Biden has a chance to stumble over himself, and Trump can speak the facts.
