Isn't telling agencies to craft assessments and policy to get the results he desires literally his role as the executive of the US?

Did anyone In the Bush admin get prosecuted for that fiasco based on a President crafting his own policy in the face of assessments that were revealed to be more credible in hindsight?
That was a much bigger and impactful policy decision, too.

I believe that what we currently know paints this as the worst instance of political interference in our nations history.
