Slide this hearing video to about 20:00 to hear all of the civil disturbance unit which focuses on the intel--type of govt sub counter measures & agencies involved.
IOW's: there are so many units/departments that exist surrounding DC. That there is no way that things would have gotten out of hand enough to shoot any unarmed individual, much less Ashli Babbit.
Which brings us back to the videos in the OP of the police taking barriers down to let people in.
