Uranium One doesn't have an export license. Any shipments out of the U.S. would have to be approved by the U.S.

It was trucked to Canada for processing and shipped back to US. The trucking company involved has an export license to ship it only to Canada, and only for that limited purpose, and to be returned to the U.S.
