Since YOU asked and I don't think you're batshit crazy, I'll offer a few explanations:
Keep in mind as well that for these things, one need not be born and bred for the sole purpose of one day maybe getting your picture taken at a false flag event.
- Internet access is relatively new, so there was little chance of comparison/sharing notes, and they're getting busted because they haven't adjusted to the free flow of information
- People often disagree with who looks like whom, so we end up with threads like this
- One need only pop into town from the other side of the country, Argentina, Iceland... wherever.
- It's not we're overflowing with names and faces of people who went to school with 0bama, Trump... anyone. You'd think there'd be more visible people. If you're of the mindset that someone would've spoken up and said "That's not Dawn or Donna, that's Dana! We played volleyball together in the 8th grade!", that doesn't happen when there is no controversy on any large scale, so why would we expect it when they'd just be accused of being insensitive?
- Prosthetics
- Plastic surgery
- Good cosmetics
- Government officials
- We have witness protection programs
- I've been around famous people that no one seemed to notice

So yeah, people can come and go - low-res picture crying into a cell phone in Boston then another in sunglasses in Aurora, etc. - no one will bust you on it, or if they do, everyone will tell them to shut up and trust Dear Leader.
