shortage in ballots

How do you run out of ballots?

I know they are supposed to print a minimum of 60% of registered voters, but paper ballots can be so insecure if they can be just Xeroxed.

Why not have system that can print a certified ballot on certified tamper resistant paper at each polling location, and as someone comes in their ballot is printed with their name and information for verification and cross referencing.

Or we use a non Dominion or Smartmantic voting machine with a U.S. based database air gapped from the internet as security.

My local precinct matches id to name and address on the rolls. Ballot is then matched to the number you sign next to in the book then it’s initialed by election official and handed to you. You then bubble in with a black in pen then scan into collection bin. It’s not rocket science but the same people time and time again in certain urban areas continue ti struggle for some reason.
