If House calls a recess and Senate refuses, Trump can call for a recess. So, Trump can tell McConnell to go pound sand.

How’s that going to work for you Mitch? You going to keep the Senate in session even if the VO calls for a recess? You going to work everyday for the next 4 years.

It’s never been tried (at least to explicitly force recess appointments) by my quick research (may be wrong), so I wouldn’t just assume it is cut and dry until the first time they try it and inevitably goes to judicial review for interpretation.
The senate has been doing maneuvers to avoid recess appointments since the 19th century in some form or another. Remember the fracas between the Radical Republicans and Andrew Johnson? It was over recess appointments.
If it were so cut and dry, Presidents would have already been doing this maneuver. It isn't like Trump is the first President to have constitutional lawyers. Hell, Obungler was one.
