Drugs are a multi billion dollar industry, you can kill the cartels and new ones pop up tomorrow

Obviously not the US but other countries have. We have never waged an actual war of violence on the cartels and smugglers.

Yep, with that much money circulating you can bet you're very last dollar certain governments and agencies are directly involved.
