If he wanted to fully exonerate himself and remove all doubts he would do the following

1. Fire Bondi
2. Fire Patel
3. Fire Blanche
4. Demand that Maxwell be returned to a maximum security prison
5. Have new leaders of the DOJ release the remaining files in as timely of a manner as possible while maintaining the legal requirements of redactions.

If he did at least 3 of those 5 he could probably buy some trust from the public but he should do all 5. The fact that he hasn't done any of those things makes all of this look like a cover up and is the reason why people still question his involvement in some capacity.
