If they have visas, I would presume they are in this country legally. A Mexican citizen with a Mexican visa makes no sense since they wouldn't need one to enter their own country.
Non-citizens or even non-immigrants are issued SSN when they are here on a work visa.

That said, it's hard for me to believe what the guy said happened in the Social Security office and with the cop. Without video, it's hard to believe either of those things happened. Although, if he was harassing workers in the SS office, it's not outside the realm of possibility that he was asked to leave.
