I tend to agree with your analysis of the situation, but would like to add this:

I think it's in effect, so sure, the more likely explanation is that they are here on visas.

I doubt the NYT number of 1.1 million temporary visas is correct, but your link shows the number of immigrant visas issued (non-temporary). For USCIS purposes, a temporary visa is a non-immigrant visa (i.e. H1B, H2A, H2B, other guest worker programs).

Well, how about SSI? That's run by Social Security.

Your link shows that noncitizens can receive SSI (Disability). However, I don't see where it says illegals can receive it. One of the conditions says "You were lawfully admitted for permanent residence under the Immigration and Nationality Act (INA) and have a total of 40 credits of work in the United States. (Your spouse’s or parent’s work also may count." This would not apply to illegals (or legal non green card holders for that matter).
ETA: I think you have to have a green card to be eligible. Doesn't say anything about people on work visas (non permanent residents).
