He was expected to leave for a while now. But it is good that he finally does leave.

No, he's on terminal leave. He has accrued enough leave to take him to retirement date so he's using that rather than getting a check for it on the way out the door.

I'm sure this is happening in part for the FBI to save face but it's truly meaningless.

He's not in trouble. There is no accountability being executed with this move. It's meaningless.
