I just wanted to add that a couple days ago, I heard on local Chicago area radio, that IL was not going to charge Kyle R with anything.
To fill in the blanks for anyone not following closely, there were questions about where Kyle R obtained the gun and if he had carried it across the IL/WI border. The word was that the gun never crossed the border, so IL is out of the scene.
eta: FYI, "Lake County" is in IL, where Kyle is a resident.
