I remember when people were calling out the Russian leadership for their failures during the Kursk disaster and the authorities medicated them.

He's a Lt. Colonel who just resigned his commission, foregoing his retirement. Either he sticks the landing and gets a job, which shouldn't be hard, or he doesn't. The rest is just pointless bureaucracy.

Everyone leaving the service, regardless of the nature of departure, is required to do something similar.
