Another issue is the allowance of computer filled bubbles which opens the door for mass printed/filled ballots. We may wind up having to use BMDs or something like it on a limited basis to accommodate disabled voters.

When I vote absentee, which I have not done in many years due to the ease of early voting, I assume you have a ballot and you have a signature page... so they are recording the signatures as they come in and again, total votes should not exceed total signature pages.

Your question shows how over-simplistic your thought process is. While number of votes cast being greater than names in the book would be an obvious sign of fraud (happened in may places btw), there's a TON of fraud that can exist by inserting votes for those on the rolls that do not vote.
And, that's what happened. The voter rolls were used to identify unlikely voters and votes were submitted for those people in key states.
The ERIC system was doing the opposite of cleaning up the voter rolls. It was being used to register democrat voters and giving tons of room for the injection of fraudulent voters.

It doesn’t look like that is the direction we are going in, but I’d imagine the commissioner would call the clerk to investigate and remedy.
I had put a lot of thought into that once upon a time. Definitely would need a way to spoil that printing on the paper.

Man, I like our electronic ballot systems. I don't want to mark a ballot by hand or with a device.

OK... but who signed the ballot book in those instances? Who checked the voter ID in those instances?
Isn't the lack of voter ID / the lack of signing the book what really allowed that fraud to happen?

There are some really nice things about it I admit (i.e. simplicity). The reports generated afterwards are signed by the commissioners on site. They can be used to reconcile the vote count as accessible at sos.la.gov. Whichever way we go from here, losing those reports would be a crying shame.

I always felt that was a big reason why usually by 10-11 pm we know who won a race (unless it's really, really, really close).

The case is being made to use machines for a quick and unofficial result. In the following 2 weeks the paper ballots can be hand counted for the official result.
In this configuration you get accuracy as well as speed.
