It wouldn't surprise me for a minute if the Democrats pass it. How any court in the United States could rule that it was not unconstitutional is what would surprise me. It clearly states in the Constitution that the authority to regulate federal elections lies at the state level, not the federal level. States could pass whatever provisions in the bill they want but the federal government can not mandate that type of legislation to the states.

None of these items are subject to reconciliation. Which 10 Republicans are on board with these?
