Supercharged extortion. Blaming the victims of your inept stupidity and then instead of just forcing them to pay (more) protection money, stealing all the victim's assets with a single decree.
This has nothing to do with protection of these businesses but everything to do with funding the war. Putin is desperate.
But that means the extortionists will have to run the stolen businesses. That should work out just fine.
