That's MS....look at Louisiana and the results of (borrowing from YA):
1. Off track betting
2. Lottery
2. Riverboat Casinos
3. Truck Stop Casinos
4. New Orleans Land Based Casino
Anything else will simply be added to the list and squandered. LA is the Mexico of the US - a latin culture of corruption, patronage, and imbecile politicians.
There's no changing it so the only option for ambitious, intelligent people is to leave. Consider the fact that those type of people have been leaving for probably the last 50 years. What's left? A lower IQ pop and some intelligent folks who are just resigned to the state of affairs, have carved out a little niche for themselves and just enjoy the laissez faire life style.

I don't disagree with what you're saying, but I can't just say, "give up on Louisiana," even if it's inevitable.

My plan is to stay away from Louisiana and make some money, then return when I’m older to make things better and enjoy the culture without having to worry about $$$

I don't care but perhaps he and I could work out an agreement in principle whereby he can buy my house at that time, so I can get head out the other way.

Running for city council, starting a non-profit, teaching, community services....
It’s kinda hard to make the community better when you are young, broke, and have no career options because the people running the show are greedy, incompetent pricks

Louisiana has not modernized ports from the mouth of river to Baton Rouge. River pilots, lack of containers traffic and failing to take advantage of the Panama Canal. Mobile, Tampa, Charleston, Savannah and Jax have taken advantage of the canal widening.

The things LA needs to do to grow the economy will take 20-30 years to develop. Houston did not become Houston overnight. We have some things in place, but we need a lot more.
The single biggest thing we can do is work on K-12 education. That doesn't necessairly mean throw more money at at. It's better spending the money we have, and prioritizing how we spend it.
There are some great things going on in some of the charters in Orleans Parish. (Some bad charters, too, of course). We need to figure out a way for the kids, and the parents, who want to be there and want to learn, to be able to do so. And not be drug down by the problems of the kids who don't want to be there / parents that just want babysitting services.
Make schools more like community centers. Offer parenting classes, ESL clases, GED classes etc. Get people into the schools. Not all will show up. But some will. Offer free child care (with homework help). for parents that show up at night for these activities.
In the 9th ward, there is a nice elementary charter school that is across the street from a nice community center. This is stupid. Build the community center into the school. You will save some money which can be used for programming.
The other thing is this. Our inner city schools aren't much better or worse than most major inner cities. Where we get our butts kicked is this... other places suburban public schools are much better than or suburban public schools. Our suburban school districts really need to get it together. There is no reason St. Tammany can't be on par with Katy ISD. There is no reason Ascension can't be on par with Conroe ISD. Etc.
The second thing is, we need to improve the infrastructure. Roads are part of it, yes. But drainage is more important.

The time has come for the state to seriously consider a major new port. Somewhere with a lot of land around it, so we can build new road/interstate and rail connections to it. Our current ports don't have that.
There's talk of a new container port in St. Bernard. It would come with a direct connector of sorts in the form of a highway from 510 directly to the port, and new rail access as well.
