Who ever it is that benefits the most from them making straight up beneficial decisions, so I'm thinking globalist leaders, Leftists. like Soros, members of the EU, etc...
Don't forget, it was the Brits who gave us the Steele dossier, with their intel network colluding with Russian assets. It was never TRUMP doing anything wrong, just those who didn't like what he was likely to do once in office.
