So when he calls America a systemically racist country, doesn't he have to own some of that? I mean he's been a part of the system for half a century. He has to have some responsibility in making America a systemically racist country.

He does own it. Biden was the author of the 97 Crime Bill which is largely responsible for incarcerating blacks at a disproportionate rate which creates the perception of systemic racism. He has also sided shutting down civil rights legislation over the years...something Harris called him out on in the primaries.
Circle Back Gurl was asked about this the other day and shut it down. Biden gets a pass because he will go along with anything the progs want and is therefore useful.
