He would have been good if he hadn’t tried to launch a National campaign and burnish his “conservative” credentials by doing stupid stuff like “balancing” the budget and cutting taxes paid for with one time money and accounting gimmicks. He did the same crap the idiot in Kansas did a few years ago and both states are worse off for it.

#1 was needed, and improved state services are good for everyone, but it wasn't a money-saver. It's fine to do more with the same amount of money, it's even good, but when you are still overspending, it doesn't help the budget.
#2, he cut jobs, but he didn't cut the spending associated to those jobs. Those dollars just went other pkaces. Again... it was probably a better use of dollars... but it was dollars we still didn't have.
And so he went to #3. What many of us expected him to do was to go to the legislature and say, I ain't doing this crap anymore, you are responsible for passing a budget, fix this, cut this, etc. And if the legislature refused, then veto the budget.
Jindal had a lot of popularity in his first term especially, he could have pushed hard to make changes. He could have called for a constitutional convention to totally reshape state government.
He might have failed. But at least he could have pointed at the effort and say he tried all he could.
But by the time he realized that needed to happen, it was time to run for president.
