Depends.
The parameters of how to spend the money were well defined at first.
Problem is when the time frame went from 9 weeks to like 28 weeks.
As long as you spent the amount of ppp money you were given during that period, it was 100% legal and compliant.
For instance:
Company gets 100k ppp money
Over 28 weeks, they paid all payroll and rents as usual. The business was open, selling goods and service per usual, maybe even making profit.
6 months later the business has excess cash flow of 100k, and followed the PPP guidelines to a T.

That's not the fraud I'm aware of. People created fake businesses to get the money or way over reported the number of employees.
