No, but they’ll make Pennsylvania, Michigan, Wisconsin, Minnesota, New Hampshire, Nevada, and Colorado do it that’s for sure.

Pretty sure there are laws and amendments that will prohibit that.
All persons born or naturalized in the United States, and subject to the jurisdiction thereof are citizens of the United States and the state they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States, nor shall any state deprive any person of life, liberty, or property without due process of law; nor deny to any within its jurisdiction equal protection of the laws
They will have to pass actual laws, not just EO.
Edit to add - Federal laws would have to be passed. States can do the whole all mail-in voting. States cannot say only vaccinated can vote in person though. It would take a Federal law, which would have to be litigated as well.
There was a time I would 100% agree with this^^^^^I think that time has passed .
