I'll answer for him - yes.

Maybe not that it "WILL NOT lead to the spending that was agreed to," there's no way for anyone to know that right now. But it COULD not lead to the spending that was agreed to.

I think there's the impression amongst some that this bill means that amount of money will be handed over to these agencies/programs and this bill sets it in stone. Like "we signed it, now here's your cash we allocated to you! Enjoy!"

And funding Planned Parenthood does fund abortion. What the frick do you think they do there? They may not be paying for it directly, but they still are open for business to do so!!

We havent had a budget in FOREVER. They just appropriate money for all departments in one big omnibus bill instead of individual bills like they should for each department.

If the President were to refuse to fund the things appropiated in that bill he will get filleted in short order.

I mean it's called the Consolidated Appropriations Act, 2018.

Well you're referencing something specifically related to Washington DC, so I don't know what PP has to do with that especially if it's not in DC.
