It's amazing that Comey didn't back off right after Trump's inauguration.

And he continued to sign FISA renewals to spy on the Trump campaign when he had information that the dossier was fake and the additional "mosaic of intelligence" was also fake.
Just back off and say you were misled.
Now he's going to jail. Along with Brennan.

It's hard to say what the insurance polciy was but impeachment is a good theory.
The other insurance policy theory is to cover up all the illegal 702 about queries at the NSA by third party contractors and un-maskings for political purposes that started by the Obama administration before 2014 and halted by Mike Rogers in the fall of 2016 when he discovered the illegal activities.
