Bigger part is the provisions requiring Mexico to allow collective bargaining and the impact that has on the manufacturing labor rate.

Labor rate goes up in Mexico, quality of life for the workers improve and as an added bonus the difference between the us and Mexico labor rate shrinks helping reduce the benefits of manufacturing in Mexico over the US.

Our government didn't force them to do anything if it's a mutual agreement

So to end the trade war, Mexico granted concessions. Weird form of mutual consent......
