Is there case law on pre-emptive blanket pardons?

The blanket pardon for Hunter is one thing but all of the deep state actors that have damaged our rule of law, can not go without answering for it.

If they get a pardon for an uncharged crime, they need to be indicted so a case can get in front of SCOTUS. If it passes SCOTUS as constitutional, all of these people need to be brought in front of congress to testify without the benefit of hiding behind 5th amendment. If they lie; they need to charged with perjury before congress.

However; I have no faith in a republican led house or senate to hold anyone accountable.

Ex Parte Garland (1866)

Dealt with pardons given by Andrew Johnson to former members of the Confederacy. I believe it’s the only time the issue has been before the SCOTUS

But the named offense was serving in the Confederate Army. That's not a blanket pardon.

I think there’s a line in that case that says a preemptive pardon isn’t valid.

These pardons need to be challenged. Especially ones that come before any charges. That is flat out wrong.

The only pardons should come after charged and convicted.

There is also another issue. Dementia Joe' staff is beginning to leak that he is no longer able to form a sentence or operate with any degree of cognizant dissonance.

This would mean that someone who is not the president is pardoning all of these people, making them not presidential pardons.

I don't know of any case law on 23-year-old interns pardoning criminals from the white house boiler room.
