Is there a gayer phrase in politics than "Country Over Party"?

And does it mean anything other than Republicans need to shut up and vote exactly how we tell them to?
I can't even tell you how many times I've seen someone use that phrase lately and it's odd because I don't think I've ever once seen someone tell Democrats to put country over party even though they always vote in lockstep every single time

I agree with this statement on principle, but what Democrats mean when they say it is different from what I mean. What they mean is
quote:
Republican need to shut up and vote exactly how we tell them to

Yes, it usually refers to something the other side wants, and to screw the people for other’s interest

Country over government is a great saying that needs to spread!
