The guy is a billionaire and doesn't take a paycheck. Odds are he will just give the money back to the government and is just doing it to say it was done. If he can't get them criminally charged then he can still prove they were guilty.

This is the correct answer.
And Trump doesn't care any more about spending taxpayer money than anyone else, and he cares less than most.
This isn't about him making an extra $10 billion, it's about him "winning," but the fact that it will cost taypayer $10 billion isn't any kind of deterrent to him, and the fact that he will end up with the money is just a "winning" bonus.
