Is it 40M people on snap or 40M snap cards?

There are usually several people on one snap account.
Or more accurately, one snap account, which is given to one person, covers several peoples benefits.
So is it 40 million or more like 160 million people actually being accounted for with these benefits?

I believe it is 40 total, 22 million or so that are not children, destitute old people or disabled people. Those are the ones that make the loudest noise and the lowest benefit to society.
