1865 to the 1880s when the GOP was in control. Black oppression began again when the Democrats were given back control of states. And none of this is on point to your original proposition that the country was founded on white supremacy.

Depends on the motivation for redlining. Redlining simply because you don't like a certain race or ethnicity is obviously a piss poor business decision. Redlining because a certain area had twice a default rate as areas it borders is a pretty wise business decision.

Family Properties.

Focuses on some particular practices in Chicago, but has a pretty detailed indictment of the vicious practices of the FHA which goes sternly against the idea that blacks had higher default rates. If anything, the cause/effect is reversed: because blacks were denied federally-subsidized insurance (like whites had easy access to), it left them easy prey for scummy slumlords who cheated them on rate and on contract terms...which lead to defaults.

And once the momentum was built, then it was just a beast of its own.

Make no mistake about it: the origin of redlining was vicious anti-black racism. In Chicago, there were many many riots where white mobs set upon hard-working, black middle-class citizens...in full view of - and often aided by - cops.
