I'm referring to the CATS tax not applying to unincorporated areas.

Do people outside of incorporated BR pay the CATS tax? Everything I've read on news sites regarding this says only those areas which voted on the tax and passed it (Baker and inside BR city limits) had their property tax increased because of it, but I keep hearing proponents of St. George bringing that up.

Unincorporated BR does not pay CATS. But it does pay around 50 million annually that goes into the BR City general fund for services and projects that exclude Ununcorporated BR.

Can I have your forgiveness?
There does seem to be a lot of disinformation coming from St Georgites. For some reason, many believe they are paying the CATS tax and also the BR city general fund tax.

Did the voters of the parish consent by vote? There are probably things in the French Quarter I have to pay for with taxes, since I live in New Orleans, but I don't directly benefit because I don't live there, do I?
Thats a bit different. A more apt analogy would be all of Jefferson Parish funding the Kenner City Police.

This can be said for many municipalities around the country....and can also apply to the Federal government....
Isn't that where we are headed with this conversation??

They are paying into the BR general fund.

The city of BR pays more to the Sheriff's department than the proposed city of St George does. Both police departments have their funding spread out throughout the parish.
Both the BRPD and EBRSO have similar budgets and around the same number of officers.

Technically I think the city and parish have two different funds, but they both are used as a means of financing the consolidated general fund (I.e. warrant the funds over.)
You said "BR city general fund", which I think is only paid into by people in the city limits.
My rental in BR has an extra tax for the BR general fund that the property in Shenandoah does not. Both have the same parish taxes. BR property has a BR Fire tax and a CATS tax while the Shenandoah property has a St George tax and a canal tax.
Properties in Livingston Parish and Zachary have higher taxes.

Except the EBRSO covers BR city; the BRPD doesn't cover unincorporated BR. EBRSO is supposed to have its funding spread out throughout the Parish because it covers the entire parish. The BRPD only covers BR city.
This isn't a hard concept.

Nope.
The city had admitted that around 50 million annually is moved into the BR city general fund from parishes taxes paid by unincorporated BR. And that's just what the city admits; I'd be interested to see what an audit reveals.

That's the constable portion of the EBRSO. It's not like EBRSO patrols the city. BRPD provides assistance to unincorporated areas as well.
It may not be 50/50 but it's relatively close AND won't change unless St George gets it's own police. They'll come after your pocketbook for that.
My biggest fear, and I've said this since the first day they brought up creating a new school district, is that they'll incorporate a new city and not even get their own school system. My suspicion is that getting control of those revenue streams has been the goal of this whole ordeal.
I'm not even sure incorporating really means you only need a majority vote in the state legislature. I recall it needing 2/3rds for Central. I need to look that up.

How?
Even the residents of DC have their own city council and mayor.
My point is that the city of BR is a city only in name - its really just a special district of the parish.

The EBR Sheriff is constitutionally mandated to run the parish prison, and to subpoena, handle evictions and to collect property taxes. This is besides their police duties.
When you say the police and the sheriff have equal budgets and equal numbers of officers; you are comparing apples and oranges.
