It is possible but not rational.
We can't have good government when the government acts too much in secret.

With all of your playing of word games I would expect you to understand nuanced threats. Brennan was suggesting rebellion without being overt, to keep himself out of trouble with the SS and FBI. Trump is about the only straight talker in DC, though he is starting to learn the political game.
