Not currently. States like CA, MA, IL, etc overwhelmed the inherent GOP advantage with long term Gerrymandering. Eliminating the latter, uncovers the former.

In other words, in this scenario, we ignore the Constitution, and ignore the OP premise: "if each state had congress rep. based on percentage of each party's number of voters," and instead award seats based solely on popular vote.

Gerrymandering is not real representation and both parties do it. You can live in a suburb north of St Louis and live closer to the other 7 congressman from the state. You would also live closer to around 10 of the 17 in Illinois and some in Indiana

Congressional districts should not be drawn up by political parties. They should be drawn up by independent group
