I watched the press conference. He noted that NYC pays for more of the State expenses than what they get back (something like 55% in and 45% back). I find it hypocritical that he wants more money from affluent NYC individuals and businesses, yet that same philosophy doesn't apply to the State, that is, affluent cities should have to pay more.
