Having read a portion, I think the acting DNI could have resisted the urge to say that this "whistleblower" acted in good faith.
He could have just said that they proceeded "as though" the person was acting in good faith, and that he will not speculate as to motives.
That was not written in the middle of the night by some worried employee. That was written by attorneys.

We will never know who the whistle blower is because the script was written for him or her and done by a prog operative.
