If we are going to institute theocratic law as willed by God (Deus Vult), there's a couple of items we need to get out of the way.
Who are you (Louisiana) to allow shellfish as dictated to be banned by the Torah? Further, who is in charge of the hygiene and discpline of women when they don't cleanse themselves monthly as also described by the Bible? We will need to institute laws dictating what they can't and can do with their bodies.

Mosaic Law was specifically for the Hebrews. Gentiles at the time were under Patriarchal Law. (You do realize there's a difference between the two, right?)

Do the 10 commandmants fall under Gentile or Hebrew law? Further, are we prepared to have two sets of law for the Hebrews and Gentiles among us?

Patriarchal Law and Mosaic Law have no bearing any longer since Christ fulfilled the law. There is no difference of law between Jews and Gentiles any longer. However, since it appears that you want to play a game in which you don't understand the rules, and if you prefer to operate under the Old Law, I would suggest you start getting your atonement sacrifices ready and finding a high priest who is a descendant of Aaron and a member of the tribe of Levi to intercede on your behalf at the temple.
As for commandments - Mosaic Law has 613 commandments in total as recorded in the Pentateuch (of particular note, Exodus thru Deuteronomy). The Ten Commandments found first in Exodus 20 lay the foundation for the law as a whole, and these reflect the manner of living of those pleasing to God prior to the promise made to Abraham. The remaining 603 laws are directed specifically toward Israel so that they may be set apart from other nations as that nation through whom God will send his Son to redeem the world.
I think a study of scripture might be beneficial if you plan to make statements regarding the history and laws of Judaism and Christianity. Simply reading through a collection of 66 books bound into a single volume called The Bible doesn't give an understanding of the topic any more than reading a chemistry book cover to cover gives you an understanding of that subject.

That "rightly dividing" part is not simply a suggestion to be taken or left.
