How hard would it be to release balloons near China?

Sample the jet stream or steering currents at altitude find what's needed then send out c130's or something similar from Guam loaded with massive numbers of smaller balloons for a release to fly over China?

From India? Russia? Weather moves west to east so Indonesia? Taiwan? That would start if off big time.
Plus it would take these idiots years to develop what the Chinese have.
They just said bout the Harve Montana object that out F22s can't tract a balloon at night!!!!

If that were the case typhoons would never hit China. You release the balloons at the proper altitude into those steering currents.
We have bases on Okinawa, Guam South Korea and Japan that could all stage such missions.

Well that would be super helpful if the send it to Chicago or Baton Rouge. EMT’s do be needed in those cities and just in time fo black history mont.

I am not sure why a balloon is preferable to a satellite or drone.
