How and why was Comey's first draft on Hillary Clinton investigation still available

I am curious as to why the original draft of James Comey's statement on the investigation of Hillary Clinton was kept by the FBI after agent Peter Strozk changed it. If it was an unofficial rough draft why was it not disposed of at that time.

Are they required to retain draft copies? If not why did they keep it?

How was it made available this week for release ? Is it that easy to get such sensitive documents?

Technically, yes...federal employees are required to keep documentation on everything...

But unless it's a work form or email, it usually doesn't see the light...meeting minute drafts for example, usually get shredded after typed and sent out

Someone retained it and made it available. My guess is McCabe. He and Comey have been tied ot the Clintons' mess for 20 years now. Perhaps McCabe saw this day as a possibility and has retained things he could potentially use to throw Comey under the bus and/or bargain for lesser punishment etc.

I never understood that either and it's lost in the argument unfortunately.

I would imagine that even with "warrant" or whatever the equivalent is for IG request, that the draft would be no where to be found.

I hope someone here can answer the question.

I believe the same issue arose following the termination of Comey by Trump as regards the reasons he did so and some emails or correspondences between Trump and other members of his administration prior to release of the official statement.

i would imagine the change tracker was turned on...and the document went out electronically without the sender realizing that all changes were included with the document...

More than likely it was to show Clinton what he did for her to gain favors in the future. Or it was back for something Clinton had already done for him.

One would think it *should* be part of the official record.

Either way, I'm sure the servers record the edits b/c now it's quite obvious he sent the letter to a few other FBI cronies for review and their obvious input.
